Vietnam is applying new flexible rules on COVID-19 prevention and control in line with international practices to facilitate recovery among domestic and international businesses, expecting wide reopening in the months to come.
Do Xuan Tuyen, deputy minister of Health (MoH) told a meeting on October 29 that 40 cities and provinces have already announced action plans to carry out Resolution No.128/NQ-CP on the interim regulations for a flexible, efficient, and safe response to COVID-19, released earlier last month.
“Cities and provinces are able to announce their specific action plans to adapt to their situation, as long as they are in line with Resolution 128,” he added.
Tuyen elaborated that vaccine passports will be acceptable in this country. “Vietnam has issued a full vaccination certificate, or vaccine passport, in both English and Vietnamese for embassies and diplomats,” he said. Currently, 72 nations worldwide are doing the same.
To ensure the consistent and efficient performance of Resolution 128, the government is working on an inter-ministerial working group to inspect its implementation by cities and provinces.
The Ministry of Information and Communications said that one COVID-19 vaccination QR code will be consistently applicable nationwide from November 1.
According to Nguyen Thi Lien Huong, head of the Health Environment Management Agency under the MoH, there will be no isolation required among localities in performance of the rules. The MoH and relevant ministries and agencies have worked and learned experience from other countries in building the interim regulations on flexible, efficient, and safe response to COVID-19.
Many countries have applied concentrated quarantine for entrants. The time for people with the closest contact with infections, according to the recommendation from the World Trade Organisation and applicable in many countries, is 14 days even for those fully vaccinated.
“Currently, many countries are loosening their rules on COVID-19 prevention and control and building economic reopening plans. Regarding classification of various areas based on risk levels, quarantine rules, and social distancing, many countries use these methods, and Vietnam is not an exception,” Huong noted.
According to the MoH, after more than 10 days of implementation of Resolution 128, cities and provinces have taken flexible actions to realise the rules. However, some are still carrying them out inflexibly. “Cities and provinces need some time to check the local COVID-19 situation and then carry out the new rules in a consistent manner,” she added.
Domestic and international businesses are expecting the consistent implementation of the new rules. The more consistent and efficient the implementation is, the more facilitation they benefit from to make the next steps with future plans, Huong added.
The government has been enacting some policies to support businesses hit by COVID-19. Most recently, to fully deploy the National Assembly Standing Committee’s Resolution No.406/NQ-UBTVQH15 dated October 19 on a number of solutions for those hit by the pandemic, the government on October 27 issued Decree No.92/2021/ND-CP guiding four groups of measures on exemption and reduction of taxes for pandemic-struck businesses and individuals.
